產製及進口菸品需向財政部申請許可執照始可營業，未經許可產製、輸入菸品稱「私菸」，可分為以下三種：
The production and importation of tobacco products require a permit license from the Ministry of Finance to operate legally. Tobacco products produced or imported without a permit are called "illicit cigarettes," which can be categorized into three types:

走私菸品：無中文標示及警語
Illicit Cigarette: No Chinese labels or warnings

機場免稅菸：包裝印有免稅字樣FOR DUTY FREE SALE ONLY
Duty-free cigarettes: Packaging marked with duty-free label

幽靈菸：無該進口業者
Cigarettes without an importer: Cigarettes without the importer information

私菸檢舉管道：0800-867890
Reporting Hotline: 0800-867890

倘經查獲私、劣菸酒，檢舉人獎勵金每案最高額以新臺幣480萬元為限。
If illicit or inferior tobacco and alcohol products are found, the informant's reward will be up to NT$4.8 million per case.
